Essentially, as the name suggests, PNP Canada is designed to give the provincial/territorial governments the discretion to invite immigrants depending on labour needs through local discretionary nominations. Under Canada’s PNP programs, applicants obtain permanent residency as a final outcome of their efforts.
There are 80 immigration PNP streams in Canada which seek to provide individuals with Canadian permanent residency. Some territories, such as Quebec and Nunavut, have their own systems – for instance, Quebec has opted to determine its economic immigration selection process.
The PNP Canada requirements can be divided in to:
PNP Business Immigration Canada: Entrepreneurs can enjoy owning and growing a business in Canada through the Business Immigration PNPs. Typically, entrepreneurs need a financial business plan to develop their business and declare their net worth and the capital they are willing to put into the provincial economy. Usually, a net worth of CAD $250,000 will add points to the entrepreneur’s PNP depending on the province they seek to relocate to. Most of the times, relevant work experience in managing a business from the same category plays a beneficial role in your application.
PNP Personal Immigration Canada: Personal Immigration PNPs are available to skilled and semi-skilled workers with certain abilities, industry knowledge, and work experience within their industry. Not every PNP scheme mandates that candidates ought to have a job offer. However, nominees must meet certain education, linguistic proficiency (English and/or French), age, minimum funds, and medical fitness criteria.
How to apply for PNP
You can apply for a PNP program by:
Applying to a PNP program directly– the province will review your application based on the selection criteria and the points system. If you are found to be a suitable candidate, the province will give you a nomination letter, which you can use to apply for PR.

Applying through the Express Entry System– your profile will be visible to all provinces and territories in this case. If selected, you will receive an invitation to apply for an Express Entry stream of that provinces or territory’s PNP.
Provinces and their PNP programs:
Alberta: offers eight PNP schemes that cost between $500 and $3,500, split equally between a targeted audience of singular workers and business professionals, all of which are currently accepting applications.
British Columbia: This is one of the most preferred PNP’s in Canada and there are three main pathways for getting in here, that is Skilled worker, Entrepreneur and Express entry scheme.
Manitoba: The Manitoba PNP is divided into five streams of nomination; the Manitoba business investor scheme is specifically designed to cater to the economic needs of a particular local community.
New Brunswick: The New Brunswick PNP system could distinctively suit French speakers and Atlantic Pilots, alongside having an NB PNP variation of the Skilled Professionals, Business and Express streams.
Newfoundland and Labrador: Newfoundland and Labrador replicate a PNP program offered by the other Atlantic Provinces but equally has its own Express Entry, Graduate and Skilled Workers stream.
Nova Scotia: The Nova Scotia PNP is split into enhanced and base streams available to individuals and entrepreneur.
Ontario: The Ontario PNP program is the one attracting the most nominations due to having a good number of PNPs split into four major categories i.e., Human Capital Category, Masters or PhD category, Employer job offering and Business.
Prince Edward Island: PEI has a population just shy of 160,000 residents and is able to welcome newcomers through the PEI PNP systems.
Saskatchewan: The Saskatchewan PNP system has good processing times and a variety of PNPs for students, skilled workers, qualified workers, and people in agriculture.
Northwest Territories: The Northwest Territories have a population of c.45,000 and Yellowknife is the capital/administrative and political hub. The Northwest Territories PNP system seeks to invite workers and entrepreneurs.
The Best PNP Programs in Canada for Foreign Skilled Workers like you:
As of now, there are only three Provinces where a Foreign Skilled Worker who neither has any connection in the province nor has a job offer from the employer of that province, can apply and receive an Invitation to apply from the province. These provinces are Ontario, Alberta and Saskatchewan only. For all the other remaining provinces, you either need to have a job offer from employer, or you or your spouse should have already studied or worked in that province, or you should have friend or relative who is either a PR or Citizen of Canada and has been living in that province for at least one year; in order to gain points sufficient enough to get ITA from province.
Hence, let’s focus on PNPs of Ontario, Alberta and Saskatchewan in context of Skilled Worker Immigrants like you:
Ontario: The Ontario Nominee Immigrant Program (OINP) is quite popular because Ontario hosts four of Canada’s ten wealthiest cities, including the capital city Ottawa and thus it is the province of choice for most of the new immigrants. The foreign skilled workers are invited by Ontario under ‘Human Capital Priorities’ stream. It has to be noted that Ontario invites applicants under this stream by finding the right candidate from Express Entry who has right CRS score and right NOC code. You cannot attempt to submit an Expression of Interest (EOI) separately for this program of Ontario province on their portal; rather, it is the Ontario province itself that will send you an invitation in your Express Portal. In case you get an invitation from Ontario, the fee that only the main applicant has to pay to obtain this nomination is $1500/- and the usual processing time is 90 days after you submit the file online. Among other streams of Ontario PNP are, ‘Ontario Foreign Worker Stream’, ‘Ontario International Students Stream’, ‘Ontario In-Demand Skills Stream’, ‘Ontario Master Graduate Stream’, ‘Ontario PhD Graduate Stream’, and ‘Ontario Skilled Worker Stream’; all of which are either for candidates who studied on Ontario, or has a job offer from employer in Ontario, or have a work experience in Ontario. And there is a ‘Ontario French Speaking Skilled worker Stream’ where a foreign worker with French and strong English abilities can apply for PNP. For foreign Entrepreneurs with a great business idea, Ontario offers PNP in ‘Ontario Entrepreneur Stream’. Alberta: Similar to Ontario, Alberta too has a program for foreign skilled workers with the name Alberta Advantage Immigration Program (AAIP) formerly known as Alberta Immigrant Nominee Program (AINP). While there are various programs under AAIP, ‘Alberta Express Entry Stream’, is of relevance for you being an Express Entry Candidate. In this stream, Alberta will reach out to you with an invitation through your Express Entry Account. It has to be noted that Alberta invites applicants under this stream by finding the right candidate from Express Entry who has right CRS score and right NOC code. You cannot attempt to submit an Expression of Interest (EOI) separately for this program of Alberta province on their portal; rather, it is the Alberta province itself that will send you an invitation in your Express Portal. Saskatchewan: Unlike Ontario and Alberta who themselves Invite candidates for PNP through Express Entry by looking at the CRS score of a candidate, Saskatchewan Immigrant Nominee Program (SINP) allows the applicant to create an EOI on their portal and lets you determine the stream. There are four types of PNP programs offered by Saskatchewan which are ‘International Skilled Worker Stream (ISW)’, ‘Worker with Saskatchewan Work Experience Stream’, ‘Entrepreneur Stream’ and ‘Farm Owner and Operator Stream’. Of the above four streams, ‘International Skilled Worker Stream (ISW)’ is relevant for the applicant who is looking for a PNP from Saskatchewan without having studied or worked or relative connections in Saskatchewan. Furthermore, SINP-ISW has three sub categories, which are; ‘Occupation in Demand Category’, ‘Express Entry Category’ and ‘International Healthcare Worker Category’. However, points system for SINP-ISW is same for all and selection criteria are mainly based on NOCs that are in demand in Saskatchewan.
Points system for SINP-ISW: Out of a total of 110 points, usually an applicant competes for 70 points which has to be earned from age, education, work experience and English language test factors. The minimum score required to be eligible to apply for an EOI in SINP are 60.
