A Super Visa is an extended Visitor Visa where the applicant can stay in Canada continuously for up to 5 years. This visa program was launched in 2011. The eligible candidates to apply for a Super Visa are parents and grandparents of Canadian PR or Citizen. Usually, the Super Visa applications open in the month of November of every year by IRCC.
The difference between a regular multiple entry Visitor Visa and a multiple entry Super Visa is that though a visitor visa is also valid for up to 10 years, but it only allows the traveller to stay for not more than 6 months in single trip. One has to exit Canada within 6 months and re-enter again to stay for another 6 months. Anyone can apply for a Visitor Visa of Canada but only the Parent and Grandparent of Canadian PR or Citizen can apply for a Super Visa.
The important prerequisites to apply for a Super Visa are that the Canadian Child or Grandchild has to meet the Minimum Necessary Income (MNI) requirements as per their family size, has to submit a letter promising that they will financially support the Super Visa applicant, and the visa applicant must do a one year valid medical insurance of at least $100,000 from a Canadian Insurance Company and must undergo a medical examination.

A Super Visa application can be made from outside Canada only and the application must be submitted online with few exceptions that allows for offline/paper-based application. The fee for a Super Visa application is $100 per applicant and the time taken is about 3 to 6 months.
Note that a Super Visa is just an extended multiple entry Visitor Visa. They are not eligible to apply for Permanent Residency for just being a Super Visa holder. There is a separate family class sponsorship called Parents and Grandparents Program (PGP) route to sponsor them for PR.
